It is something to do with an Initial D racing anime parody with Billy Herrington, the gay wrestler who attained notoriety in Japan through the video sharing site Nico Nico Douga, chasing Kagamine Rin (a Vocaloid personification) in a steamroller.

There have been numerous parodies of the infamous scene from the 2004 German-Austrian drama film Downfall (German: Der Untergang) that depicts Hitler’s furious outburst to his generals when he realizes that the war is lost.
In this parody (embedded video below) Hitler rants about Japan being uninvestable only to find out from his generals that his asset allocation is overweight in Japan, being 10% over the index weighting.
Hitler explodes yelling amongst other things:
“The domestic economy is doomed to never ending decline with its population base“
“It is just an old folks home run by gangsters and bureaucrats”
“Even the quality of the strippers and hostesses has been deteriorating”
