The top of the sign politely suggests that littering of cigarettes and empty cans is prohibited and the sign below it seems to suggest, at a first glance, where to stow your trash.
I’m ignoring the subtext in the slightly smaller font that says for dog owners to pick up after their dog. Even so, it suggests a need for a one-handed classic catch before the dog’s poop even touches the ground.

I think you may have cut out part of the picture. A horse or elephant leaning forward toward the man`s butt would make this pic complete!
Actually, the more i look at the picture of the dog it looks like a power tool! I`m going with power saw! Check out the dog`s face! Definite power saw…and the body is so rigid it looks like a handle (between the legs). And the tail is the on-off switch!
